Position Summary
Under the general direction of the Associate Director of Toro CARE, the CalFresh Outreach Coordinator is responsible for leading campus-wide outreach, education, and enrollment support efforts specific to the CalFresh (SNAP) program. The incumbent provides eligibility screening, application assistance, benefits navigation, and compliance reporting related to CalFresh initiatives.
This is a full-time, benefited, onsite position with an hourly rate of $31.25.

Duties and Responsibilities
1. CalFresh Outreach & Enrollment Support – 50%
- Conduct one-on-one CalFresh eligibility screenings and provide application assistance to currently enrolled students.
- Assist students with document preparation, submission processes, required verification, and follow-up related to CalFresh applications.
- Serve as campus liaison with County Department of Public Social Services (DPSS) representatives regarding student SNAP applications.
- Maintain accurate and confidential student records related to CalFresh outreach and enrollment activities.
- Develop and maintain structured referral pathways specific to CalFresh enrollment support.
- Monitor student application outcomes and provide appropriate follow-up communication.
2. CalFresh Education & Campus Outreach – 25%
- Develop and deliver CalFresh-specific outreach presentations, workshops, and tabling events to increase awareness of SNAP eligibility among students.
- Create and distribute educational materials related to student exemptions, eligibility requirements, and reporting responsibilities.
- Collaborate with campus departments to promote awareness of CalFresh benefits and eligibility updates.
- Participate in CSU systemwide CalFresh meetings, trainings, and professional development opportunities to ensure program alignment and best practice implementation.
3. Compliance, Documentation & Reporting – 15%
- Track and document CalFresh outreach contacts, screenings, application submissions, and approvals in accordance with CSU and external reporting requirements.
- Prepare periodic reports related to CalFresh participation, outreach metrics, and program outcomes.
- Ensure compliance with CalFresh outreach grant requirements and documentation standards.
- Maintain data integrity and confidentiality in accordance with university policy and applicable regulations.
4. Community & County Partnership Coordination – 5%
- Maintain collaborative working relationships with county eligibility workers and community-based organizations supporting SNAP enrollment.
- Communicate program updates and policy changes impacting student eligibility.
5. Other Duties as Assigned – 5%
- Perform other CalFresh-related duties incidental to the nature of the position and consistent with the SNAP outreach and enrollment scope.
Minimum Qualifications and Experience
- Bachelor’s degree from an accredited four-year college or university in a related field such as Social Work, Public Health, Human Services, Counseling, or a closely related discipline.
- Minimum of three (3) years of progressively responsible professional experience in student services, case management, public benefits outreach, or a related field.
- Experience providing direct support services, including eligibility screening, intake, advising, or benefits navigation.
- Demonstrated experience working with diverse populations, particularly underserved or low-income communities.
Substitutions: A master’s degree in Counseling, Social Work, Public Administration, Public Health, or a closely related field may substitute for one (1) year of required experience.
Preferred Qualifications
- Experience with CalFresh/SNAP or other public benefits programs.
- Familiarity with higher education environments, particularly within the CSU system.
- Experience collaborating with county agencies or community-based organizations.
Knowledge, Skills, and Abilities
Knowledge:
- Principles, practices, and trends in student services, basic needs programs, and food security initiatives.
- Public benefits programs, including CalFresh (SNAP), eligibility criteria, and application processes (preferred).
- Basic counseling, case management, and crisis response techniques.
- Applicable federal, state, and institutional regulations related to confidentiality and data management.
Skills:
- Strong interpersonal and advising skills with the ability to build trust and rapport with students from diverse backgrounds.
- Excellent written and verbal communication skills, including the ability to develop reports, outreach materials, and presentations.
- Analytical and problem-solving skills to assess complex student situations and determine appropriate courses of action.
- Organizational and time management skills with the ability to manage multiple priorities and maintain accurate records.
- Proficiency in data tracking, reporting systems, and standard office software.
- Effective presentation and facilitation skills for workshops, trainings, and outreach activities.
Abilities:
- Ability to conduct eligibility screenings and provide accurate, student-centered guidance on benefits and resources.
- Ability to analyze complex situations, exercise sound judgment, and implement effective solutions with minimal supervision.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Ability to develop and maintain collaborative working relationships with students, faculty, staff, and external partners.

- Ability to plan, coordinate, and evaluate outreach and educational programs.

Employees at the CSUDH TAP on a will basis and can be terminated by either an employee or the Foundation at any time, with or without cause or advance notice. Permanent status can neither be obtained nor granted.
